FOREIGN INVESTOR’S GUIDE TO BRAZIL
Chapter 2 ·
Can a Foreigner Buy Property in Brazil?
Buying property in Brazil as a foreigner is entirely possible. If you are thinking of investing in Búzios, one of your first questions is probably: can I buy property in Brazil as a foreigner?
The short answer is yes!
A foreigner can invest in and buy property in Brazil without being a resident. You do not need Brazilian citizenship or permanent or temporary residency to start exploring a property investment.
Yes, foreigners can buy property in Brazil
Investing in Brazil as a foreigner may seem more complicated than it really is. It is natural to feel uncertain: the procedures, paperwork, transferring funds and, above all, unfamiliarity with the local market often raise questions before you begin. Add the language barrier, and it is easy to understand why this question comes up so often.
Living in another country does not, in itself, prevent you from buying property in Brazil.
What matters is understanding from the outset which documents you need, how a property transaction is structured and any particular issues affecting the property you are considering.
My advice is always the same: first be clear about exactly what you are looking for. Then learn how the process works, and only after that start looking at properties with someone representing your interests.
Buying in another country raises questions. That is normal.
When I began working with foreign investors, I noticed something that still happens today: excitement often comes with fear. You may have asked yourself: What if I am scammed? What if I cannot sell later? What if the market falls? How do I know the property I am buying is a safe purchase?
These are entirely reasonable questions.
Problems arise when we look for shortcuts, assume a Brazilian transaction works the same way as one in our home country, or make decisions before understanding the local market because we think we already know everything and have enough experience.
That is why one of my first recommendations to any foreigner looking to buy in Búzios is simple: seek advice from a licensed professional who truly knows the local market and can guide you throughout the process.
I do not just mean checking their CRECI registration as a real estate professional (you can check it here). It is also easy to research who you are dealing with: search their name online, look into their background, professional presence, social media and website. Above all, speak with them and find out whether they understand your needs, as well as the concerns and questions that naturally arise when you are about to invest your money abroad.
There is another point worth clarifying, particularly for buyers from markets where people try to reach the owner directly in the hope of getting a better price. In Brazil, the seller normally pays the real estate commission on a sale. Bypassing the agent to “save the commission” therefore does not necessarily mean paying less. Instead, it may leave the buyer without advice and support during a transaction they do not yet fully understand.
Buying directly from an owner does not necessarily mean there is a problem. But when investing in another country, trying to save money where there may be no saving can create unnecessary headaches.
My aim with this guide is the opposite: to reduce uncertainty before you make a decision, help you understand how the Búzios property market really works and give you the tools to buy with information, sound judgement and peace of mind.
Do I need to live in Brazil to buy property?
No. You do not need to live in Brazil to buy property.
Many of the foreign buyers I work with live abroad and begin the entire process from outside Brazil.
This does not mean there is no paperwork to prepare. It means that being a foreigner or living abroad should not be the first obstacle to considering a property investment.
So, what do I need to get started?
One of the first documents you will need is a CPF (Cadastro de Pessoas Físicas), the individual taxpayer identification number used in Brazil.
A CPF is required for a property transaction and can be obtained even if you live outside Brazil. You can apply through the Brazilian Federal Revenue Service. Other personal details and documents may also be requested during the transaction. Depending on how the purchase is formalised, documents issued abroad may need an apostille and translation.
Do I need a Brazilian bank account? No, it is not required to get started, although in some cases it can make payments, transfers and the ongoing management of your property easier.
You do not need to have everything sorted out before you start gathering information. But the better prepared you are for a transaction, the smoother the process will be.
What if I want to buy specifically in Búzios?
That is where a second conversation begins.
Knowing that you can legally buy in Brazil is one thing. Deciding what makes sense to buy in Búzios is another.
Búzios has a distinctive property market. Tourism and seasonality play a major role, and it has both established neighbourhoods and areas that are still growing. A property that is an excellent purchase for one person may make little sense for another.
Before asking which property is “the best”, there are more important questions to answer. Being clear about them helps define your profile as a property investor in Búzios.
Do you want to enjoy the property yourself, or are returns your main goal?
Do you need liquidity, or can you wait several years?
Do you want to offer holiday rentals?
Are you looking for capital appreciation?
Both rental income and appreciation?
What is your actual total budget?
These answers will shape your purchase far more than simply finding a property you like.
People often contact me because they want to buy property in Búzios but are still unsure what they are looking for, or even what their actual budget is.
That last point is particularly important.
When I ask about the available budget in my role as an investment adviser, it is not simply out of curiosity. I need to understand the figures we are working with. Transparency and honesty are essential if I am to give useful advice.
Saying “I want something good, attractive and inexpensive”, as I often hear, is not enough. I need figures. I need specific information.
Why? Because my work also involves understanding whether the property a buyer has in mind actually exists in the Búzios market within that budget. If it does not, I can explain the alternatives: adjusting the budget, changing a property requirement, considering another area or rethinking the initial search.
The clearer the information is from the outset, the better I can guide the search and avoid spending time on properties that do not match what the buyer can or wants to invest.
Shall we continue?
Knowing that you can buy property in Brazil as a foreigner is only the first step. The next question is much more practical:
What documents do I actually need to buy property in Brazil?
In the next chapter of this guide, we will discuss the CPF, personal documents, bank accounts and what I recommend preparing even before you find the property you want to buy.
Why am I writing this guide?
My name is Guido Albornoz. I am Argentine and arrived in Búzios in 2013. A year later, in 2014, I began working in real estate with holiday rentals, followed by property sales from 2021 onwards.
Over the years, I have guided buyers from different countries and cultures and discovered something interesting: many of the questions I hear today are exactly the same as those I heard when I started.
I have also learned that trust and transparency are essential in this business. That is why I decided to turn part of my experience, and many of the situations I have encountered while helping foreign investors, into this guide to share with you.
My aim is not to persuade you to buy property in Búzios. It is to help you better understand how this market works, what makes it distinctive and what to consider before making a decision.
If you do decide to invest, I want you to do so with better information, greater confidence and more peace of mind.
Shall we take that journey together?
